Do plumbers need water on to find leaks?

We have a house that we might purchase but the bank wont let us turn the water on due to possible leaks. Ok and we air pressure tested it and the plumbing could not build up any pressure. But we still are not allowed to turn the water on but how can we get an estimate with out the water being on. Are plumbers able to find breaks and leaks with no water
