How long does the landlord have to fix an emergency plumbing situation?

I have a sewer drain in my basement that is now backed up with food and water. I have called a plumber and they told me that i could not get it fixed without the landlords permission. I have left several messages for my landlord and have not heard back yet. It has been almost five hours. what do i do until he returns my messages?
