What is the best way to clear a clogged drain?

Water just sits in my shower and I've tried everything....Draino, bleach, those weird little drain snakes that try to pull out hair and stuff....etc, NOTHING is working. Also, my drain is weird in the way that when you remove the top cover, you can't see down it. There is a metal piece, shaped like an X, that sits below it, making it hard to see what the problem is.
