Would the oil spill have happened under Joe the Plumber?

Let's face it Obama made a mess of the gulf spill. He should've gone down there personally (in a submarine), rolled up his sleeves and got to work. This is all Obama's fault. You know if Joe the Plumber was in office, he would've had that pipe job finished by morning with a copy of the repair bill sent to BP.
