Why would water be flowing out one side of a drain tile and not the other into a sump pump in the winter?

It is 0 out and the sump runs runs ever 13 minutes, but only from one side. We haven't had rain in a long time and has been cold for a month. I thought it might be frozen but it pumps out fine. Any suggestions?
