Does a sump pump in industrial application need GFCI protection?

I installed single submersible receptacles on cord drops for temporary sump pumps in an industrial application. The breakers trip instantly when plugged into the pumps but the contractor insists that all temp power on a job site be GFCI protected. Is there a solution or a code section that states GFCI protection is not needed in this application?
