I found a receipt for a "diamond cut pipe" and "plumbing filters". Do you use these with drugs?

They were purchased at water beds n stuff and I wanted to know what they were used for. I was told you use them for tobacco but I just wanted to make sure. Thanks to anyone who responds =]
