Can you use a sump pump without a basement?

I'm anticipating a flood to happen during the rainy season, and I'm looking for ways to avoid disasters. I learned about sump pumps just now, and I just need to know a few things about it: 1. Can I use it without a basement? If yes, where can I install it? 2. If I install it, where will the water go? 3. Where or to whom do I go in order to have it installed professionally? If you have any (better) suggestions about dealing with floods, please let me know. Thanks.
