Ok to cut 4 inch hole in rim/header joist for plumbing?

I need to add a 3 inch line for a bathroom addition. The only way I can get it to attach to the main at a higher point, is to cut a hole into the rim/header joist. Is that OK? I have been told never to cut into floor joists, so I am a little nervous. Thanks in advance, pb4sc
