How come we can afford to throw money at two countries we hate for a decade, but we won't help our own?

If everyone in Iraq and Afghanistan suddenly died and fell over, it would be impossible to plumb the depths of my apathy. I care about people who are out of a job in America. Why doesn't everyone else?
