Any plumbing parts you can use to raise an outdoor garden spout?

We have a water spout outside that you hook up the garden hose to in a really awkward area (below our deck). Every time I want to turn it on I have to kneel down on the deck put my hand through the deck railing and turn the spout on/off for the garden hose. Any parts you can use to simply raise this or extend it 2 feet outward without having to call a plumber for major rework?
