can i with hold rent till repairs are complete due to water leak?

I had a water leak in my flat and the whole of the celing had to come down. Iv had to take time of work and lost money had clothes damaged and had to live in a dusty buliding site for the last week. Repairs are still not complete and landlord wants rent money
