would like answers on home plumbing codes.a water leak sprung on a 25 year old home.tjust above a window frame?

during the installation of new drapes in a 25 year old home ( second owners ) drilling along the frame work of a widow was a water pipe which sprung a leak. what are plumbing codes with running pipes so close to windows frames ? some how i have to believe the plumbing inspector over-looked this flaw. its fishy to me...!!!
