When we turn the water on in our house, hot or cold, the pipes in the basement sound like a motorboat. This continues for as long as the water is running. I've been told it's one of the valves in the toilet but I shut both vales off with no change. If a faucet is open and the noise is continuing, it sometimes stops if another valve is turned on. We have public water, not a well pump.
