What should be the psi on a boiler for a 3 story house (this includes the basement)?

I have a three story house and the radiator on the top floor does not heat up. All this happened after I drained my boiler to do some house repairs. Can someone please advise? What can I do if I bleed the radiator but no water comes out? Thanks in advance
