How to stop a leak on top of hot water heater still seeping after changing nipples?

It looks like it seeping from the base of the female connection that is mounted to the top of the hot water heater. How do I stop the seepage because I don't think i an replace this connection that looks like is part of the tank. Any ideas? Thanks
