How much does it cost to replace a hot water heater?

It's a 40 gallon water heater and it's in the attic. The guy said that it would be about 1700 bucks! Also the model he's recommending is a State brand, a discontinued model. He says it's too small to have an energy rating. This is R&B heating, a pretty big company too. Anyone have any comments? Thanks It's gas and it's a simple swap out.
