Can a hot water heater be used as a heating element?

Hello, I have 500 feet of 1/2" tubing in a concrete floor. The floor is approximately 1200 square feet. It is just one continuous tube tube. Can I use a 40 gallon hot water heater to heat, and circulate with a pump. What size pump and what about air in the lines? I really don't know what to do. Thank you, Lisalu What is a ventilating valve and would I need one? It would be a separate hot water heater used just for tubing.
