who's responsibility is it to have (pay) a plumber come out?

i live in a gated community and am renting a condo from someone (other than the gated community, our "landlord" owns the condo). seeing how we have no affiliation with the management of the community i wanted to know is it our responsibility or the owner's to have a plumber come out? our toilet in the half bath is clogged or something and nothing seems to be working. do i take this to the owner or get a plumber myself? thanks!
