How bad were the living conditions in Haiti before the earthquake? Was their plumbing/sewage infrastructure..?

established enough where everyone had access to clean water and indoor plumbing? Just wondering if it is a project that we could send volunteers to help repair. Also, are there any organizations that help provide temporary housing for the children, e.g. let them stay with American families until the country is safe?
