Can I pay a plumber and deduct from rent, if the maintenance guy is taking forever to come and fix?

I informed the maintenance guy of my building that my bathroom sink and bath tub are clogged and he's taking forever to fix. It has been over a month already. Can I hire a plumber, save the receipt and deduct from rent?
