Who is the sponsor for a Plumbing Apprentice?

This is a question that my husband had on his plumbing test in New Hampshire...he put it was the employer and apparently this is not the answer. Does anyone know? Best answer gets points:) The ICC Code book is suppose to give the answer and he can't find it anywhere.
