Do the owners of a plumbing company need to be a licensed plumber, or can they hire a licensed plumber?

A friend and I want to start a plumbing company. We both have business experience, and we know 2 good licensed master plumbers who want to work with us. Do the owners of the company have to be licensed plumbers, or can we hire the plumbers to work with us?
