How much should I expect to pay for a plumbing estimate when buying a house?

From the initial building inspection some problems were found under the house (raised foundation). My real estate agent said the estimate alone would take 1.5 hrs and cost $350. Isn't that way too high for an estimate only? Especially since the individual would get the job.
