How do I detect where water is coming from up through a cement slab home.?

Water is coming up through the floor in the middle of our home. When I turn on a thermostat to the section of the house that has baseboard, the water dries up. I cannot understand why or where the water is coming from. Had a plumber who ruled out the pipes running through the slab, also had the DPW to rule out city pipes.
