Can I charge a tenant for plumbing charge?

My tenants plugged the main sewer line up at the end of December. I paid the plumber to get it fixed. They called again last week (end of January) and said the sewer was backed up again. I meet the plumber at the house. He runs the powered auger and doesn't find anything. He then uses a camera and doesn't seen any clogs. The plumbers do some testing on the whole drainage system and find nothing wrong. Can I charge the tenants the fee this time for the plumbers since they did not find one thing wrong with plumbing system? The lease states that "any damage to any plumbing apparatus and the cost of clearing stopped plumbing resulting from misuse shall be borne by Tenant." Thank you!
