What to do with people who put used toilet paper in the bathroom garbage can?

The people who live in my house, put used toilet paper in the bathroom garbage can instead of in the toilet. What can I do to get them to put that stinky paper in the toilet? I don't know who is doing it, they are all a bit not all there!
