How do get your house a checked for mold? Is that a tenants responsibility or the property owners?

There are plumbing issues and now a weird smell coming from under the sink could be mold. There have been pluming issues for 3 weeks and they are still not fixed. How do i get my house checked for mold and is that my responsibility or the owners? How do you get your house inspected to see even if it is legally liveable.
