I don't know the specific case about the liver transplant you refer to but he probably had liver cirrhosis through alcoholism, so if this was the case he would be refused a transplant unless he stopped drinking as he would otherwise just destroy his new liver and need a new one in a few years. @TOm S: My point was, the Repugs are telling bald-faced lies.
