Any plumbers around? My water pressure is terrible in part of the house,didn't start till town system came why

upstairs kitchen and full bath are bad, 1/2 bath pressure is good, downstairs, 1/2 bath is good, washer is bad, they're on opposite sides of a wall, filters are clear, no drainage problems. what gives?
