What is wrong with the plumbing at my apartment building?

I live on the 3rd (top) floor of an apartment building. Lately, about every 5-10 minutes in the bathroom I hear a loud whooshing noise in the wall that sounds like a waterfall. This week, both my neighbor and my toilets overflowed all over the floor after they were flushed. WHat do you think it could be?
