Is it common for 2 stroke head gaskets to leak water before their first retensioning?

Got my outboard back 2 new head gaskets and $550 later and found water leaking from one head gasket while running it on the hose after a day out. Rang the mechanic and he said that's normal yet only 1 of the gaskets was leaking.
